As the new CEO of WA Primary Health Alliance (WAPHA), I am excited to engage with national, state, and local stakeholders to advance our vision of better health, together, building a more connected and equitable healthcare system for all Western Australians. 

 

In the ten years since inception, WAPHA has grown to become the largest and, arguably, one of the most innovative Primary Health Network (PHN) operators in Australia. Our state-wide model has been acknowledged by the Australian Government as an optimal PHN model for its efficiency and effectiveness. This recognition is not merely testament to our past achievements but, more importantly, a signal of the pivotal role PHNs will play in shaping the future of our health system. 

 

PHNs are recognised by the Australian Government Department of Health, Disability and Ageing for their contribution to the health care system, especially in contextualising, localising, and delivering on national integrated primary health care reforms. 

 

Serving a vast state like WA, with its diverse regions, comes with its own set of complexities. As the operator of WA’s three PHNs, WAPHA has earned its place in the health system as a trusted partner, delivering on our PHN commitments and collaborating with other agencies to improve access to primary health care and shift the dial on health equity.  

 

Building on that trust, my focus will be on ensuring our work delivers the greatest value and impact.  

 

Innovation and reform  

 

Fostering innovation will remain a key priority and we will continue to leverage models of care and technology as essential tools in achieving our goals, both at a state and national level in the digital and data programs we lead on behalf of the PHN group. 

 

The Australian Government’s transformative Strengthening Medicare agenda, and the critical role PHNs play in implementing these reforms, will shape our future. 

 

This will see a change in many activities WAPHA commissions to better support people in under-served communities and locations, working with general practice, allied health professionals, Health Service Providers and our commissioned health services to develop innovative and integrated models of care.  

 

Collaboration and coordination 

 

Collaboration between WAPHA and key federal and state health agencies will be critical to maximising the impact of our respective resources, thus the importance of the current tripartite WA Collaborative Commissioning Partnership cannot be overstated. 

 

Formalised shared commitments such as this will support the delivery of a high-quality, equitable health system that continuously improves consumer and provider experiences, population health outcomes, and health system cost efficiencies.  

 

As CEO, I am committed to championing the role of primary health care with a ‘one health system’ mindset. This includes general practice and allied health as pivotal to the ongoing strength and resilience of our WA health system and communities.  

 

This commitment is about leveraging the impact of a robust primary health care sector and ensuring under-served communities receive the care they need closer to home and avoid unnecessary hospitalisations. 

 

On leadership 

 

Leadership brings with it the responsibility to support and develop our people, creating an environment where everyone has the opportunity to thrive.  

 

I am committed to working in pursuit of our organisational goals and delivering on the requirements and ambition of the Australian Government. We will achieve this by ensuring our team is aligned with our vision, mission and values, and by equipping them with the knowledge, tools and resources they need to succeed. 

 

We are tasked with understanding, contextualising and solving complex issues, and it is only through the combined efforts of our team and external partners that we can navigate these challenges effectively. No single person or entity can do it alone. 

 

Looking ahead 

 

I am energised by the opportunity to contribute to a health system that is responsive to the needs and aspirations of the people we serve. Together, with trusted partners, we will continue to innovate, collaborate and champion the cause of primary health care. Our collective efforts will pave the way for a healthier future for those Western Australians currently experiencing persistent and acute health inequities.

General information

Pursuit of health equity for under-served communities in WA

In WA, some groups are at greater risk of poorer health outcomes including Aboriginal people, people from multicultural communities, LGBTIQA+ people, people experiencing socioeconomic disadvantage and those with limited access to health care. 

 

While not every person in every group has the same experience, some groups are more likely to experience inequities in health and wellbeing associated with social determinants of health. This includes things like lack of local health services where they live, stigma, discrimination and unequal access to resources.

 

Evidence shows that these people tend to:

  • Seek treatment later in the course of an illness.
  • Present to hospital EDs more frequently.
  • Face challenges in accessing preventative health care.
  • Have poor health literacy.

Mapping and understanding under-served communities and the barriers they face is crucial. It helps us to improve the efficiency and effectiveness of primary health care services, particularly for those at risk of poor health outcomes, and allows us to improve the coordination of care to ensure patients receive the right care in the right place at the right time. As a commissioner of primary health care services, a key focus for WA Primary Health Alliance is how to use finite resources in a way that will have the greatest impact and outcome for these under-served communities.

New Integrated Chronic Disease Care and alcohol and other drugs reports available in Commissioned Services Reporting Portal 

New reports for alcohol and other drugs and Integrated Chronic Disease Care service providers are now available. These reports, accessed via the Reports section in the Commissioned Services Reporting Portal, offer comprehensive data visualisations, user-friendly interfaces, and customisable views to enhance data analysis capabilities and support the delivery of high-quality services.

A primary care trip in the Goldfields

Recently some of WAPHA’s regional staff went on a road trip across the Goldfields, travelling across six shires and connecting with local stakeholders. Along with meetings and events, the team visited general practices with a focus on integrating primary care across those areas where people struggle to access services.

Improving early detection and management of chronic heart failure in the South West 

Nannup Medical Centre in the South West region of Western Australia is participating in the second phase of the WAPHA funded Chronic Heart Failure Pilot Project, which provides the practice with an on-site, non-dispensing pharmacist for 15 hours a week, over a 12-month period.

WA pharmacist award winners celebrated in health care 

The recent 2025 Pharmaceutical Society of Australia WA Pharmacist Awards recognised the impact of pharmacists working in a general practice setting.


The Pharmacist of the Year award was presented to Ashleigh Chapman, a highly respected non-dispensing pharmacist at View Street Medical. The Early Career Pharmacist of the Year was awarded to Rhiannon Price, a talented pharmacist working at Derbarl Yerrigan Health Service.

New training program to equip pharmacists with essential palliative care skills 

The Pharmaceutical Society of Australia has launched a new national training program to equip pharmacists with the knowledge, skills, and compassion needed to support people receiving palliative and end-of-life care wherever they are.

 

The ASPIRE Palliative Care Foundation Training Program for Pharmacists is a free, CPD-accredited course for pharmacists working in all areas of practice, supported by Palliative Care Australia and developed with support from the Australian Government Department of Health and Aged Care under the National Palliative Care Grants Program.

 

The training is available now, free of charge, to all registered pharmacists, intern pharmacists and pharmacy students across Australia. Visit the ASPIRE Palliative Care Foundation Training Program for more information.

 

Nominations open for 2025 WA Health Excellence Awards

Nominations are now open for the 2025 WA Health Excellence Awards, providing an opportunity to celebrate the outstanding achievements across Western Australia's public health system. 

 

The 10 award categories open for nominations include Excellence in Mental Health, Person-Centred Care, Safety and Quality, Workplace Wellbeing and Culture, Research and Innovation, Sustainability, Aboriginal Health, Preventive Health, Rural and Remote Health Care, and Primary Health Care Integration.
